The Peotone Village Board on Monday, September 22, 2025, approved a new financial arrangement to secure the completion of the final items for the Peotone Truck Travel Center and Holiday Inn Express project.
The board passed a resolution authorizing the closeout of the developer’s longstanding Letter of Credit (LOC), replacing it with a cash escrow payment of $22,902.25 to the village. The original LOC, a financial guarantee required for the development, was issued for over $2.8 million in May 2023. It has been incrementally reduced as phases of the over $32 million project were completed.
Village Administrator Nick Palmer explained that after the most recent reduction in July, the developer requested the change to resolve issues the outstanding LOC was causing with his bank.
“He proposed just giving us the $22,902.25 in cash,” Palmer said. “We will hold the cash as opposed to having a letter of credit. And then as these final items are worked off, we will reduce that.”
Palmer noted that having cash-in-hand gives the village more direct control. The funds will be held until remaining work, such as landscaping, is satisfactorily resolved. Upon completion, the money will be returned to the developer.
