The Village of Peotone on Monday, October 27, 2025, took a major step toward modernizing its internal operations by unanimously approving a contract for a new financial and community development software system at a cost not to exceed $82,920.

The board voted 5-0 to approve the proposal from BS&A Cloud, a software widely used by other municipalities. The decision was championed by village officials as a necessary investment to improve efficiency and replace the current, increasingly unreliable system. Trustee Nick Strba was absent.

“This is something that we sorely need here in the village to bring us into the modern ages,” said Mayor Chris Vieaux, who noted the proposal was important and a priority.

Village Administrator Nick Palmer explained that the current system is labor-intensive and that moving to a modern platform will increase effectiveness and allow staff to better manage a growing workload. The new system will consolidate functions like payroll, budgeting, and permitting into one integrated platform.

Financial consultant Annmarie Mampe, who has implemented the BS&A system in other communities, described the current software as “a little bit of a time bomb,” citing glitches that have caused payroll data to disappear and checks to be numbered incorrectly. “I really do think that moving to a different software is the best direction for the village,” Mampe said.

The total cost includes a recurring annual subscription fee of $20,430, with the balance covering one-time costs for data conversion, setup, and training. Palmer and Mampe believe some of these implementation costs can be reduced by leveraging Mampe’s experience with the software.

One of the most significant changes will be in the community development process, which is currently “very paper-driven,” according to Mampe. The new system will feature a digital dashboard and a public portal, allowing residents to apply for simple permits online, schedule inspections, and access information digitally. It will also allow all village employees to eventually submit timesheets and access their pay stubs and W-2s electronically.
