Questions Raised as Peotone Moves Forward with Downtown Historic Overlay District

Village officials and trustees discussed ongoing work on the proposed Downtown Historic Overlay District, following a recent public open house and Planning and Zoning Commission meeting.

Village Administrator Nick Palmer reported that approximately 18 to 20 residents attended the open house, which was held prior to the Planning and Zoning meeting to allow the public additional time to review materials and ask questions. The meeting included displays and a presentation prepared by the village’s planning consultant.

Palmer said the feedback was generally positive and that the draft overlay ordinance has been refined. A formal public hearing on the text and map amendments is scheduled for February 18, after which the proposal could advance to the Village Board.

During board discussion, trustees raised questions about where the building standards within the overlay district originated and how specific design expectations—such as windows, doors, lighting, and color choices—will be enforced.

Palmer explained that the overlay includes both guidelines and standards, with flexibility built in. In some cases, the overlay may provide more flexibility for existing buildings, including allowing construction closer to property lines, which is common in downtown areas.

Trustee Gary Hudson emphasized that the intent is not to dictate exact materials or designs, but to maintain consistency and preserve the historic character of downtown Peotone. Projects involving more than 45 percent of a building’s façade would require review to ensure compatibility with surrounding structures.

The overlay applies only to the downtown TIF district, not the entire village.

“It’s not about telling people what they can’t do,” Hudson said, noting the goal is to avoid visually incompatible development while encouraging cohesive revitalization of the downtown area.
